The Statement if the Embassy of the Islamic Republic of Iran on the Expiration of UN Security Council Resolution 2231

October 18, 2025, marks the official expiration date of UN Security Council Resolution 2231 and the restrictions contained within it. This resolution is now terminated as scheduled.

It should be noted that the Security Council has not taken any new decisions in this regard. Accordingly, what has been presented as the "re-imposition of the terminated Security Council resolutions" is merely the illegal standpoint of three European countries.

It is also important to recall that the five resolutions adopted between 2006 and 2010 concerning Iran’s nuclear issue were all approved unanimously, with all five permanent members of the Security Council voting in favor. Any attempt to reinstate those resolutions, as claimed by the three European states, has been explicitly opposed by two of the permanent UNSC members, i.e., China and Russia. Legally, the standpoint of the three European countries will only result in confusion and inconsistency, for which the three countries that initiated this process bear full responsibility. Since their action is illegal and contrary to the established procedures under the JCPOA and Resolution 2231, we expect all countries to refrain from implementing it.

Russia and China have clearly conveyed their positions on this matter to the UN Secretariat. The world should not choose to follow the law of the jungle over the current rules-based international order achieved through the human sacrifices of two world wars.

The Islamic Republic of Iran remains a member of the NPT and continues to honor its obligations under the Safeguards Agreement. Iran has also sought to create the necessary framework for continued cooperation with the IAEA in the Cairo Agreement, in good faith and through mutual understanding. Unfortunately, the other parties have failed to appreciate this constructive approach.

From the outset, Iran made it clear that any hostile action against the Iranian nation, including attempts to revive the terminated resolutions, would render the Cairo Agreement impossible to implement, and the European trio will bear full responsibility for that.

The Islamic Republic of Iran continues to call for diplomacy, even though the three European countries, regrettably, disrupted the ongoing diplomatic process by misusing the JCPOA’s dispute resolution mechanism, thereby creating a deadlock.

The other European countries must now demonstrate independence, diplomatic capability, and decision-making power in order to be regarded as credible negotiating partners in the eyes of both the international community and the sovereign states of the world. This is their obligation, especially in light of the regrettable actions taken over the past few months.
